Performance Evidence

The candidate must demonstrate the ability to complete the tasks outlined in the elements, performance criteria and foundation skills of this unit, including evidence of the ability to:

implement underground coal mine emergency preparedness and response systems on at least two occasions, including:

providing support to others responsible for system activities

implementing allocation and installation of resources

implementing incident initial assessment process

implementing incident communication systems and procedures

implementing emergency response and evacuation plans

implementing procedures for monitoring, recording and reporting on emergency

implementing procedures for collation, analysis and validation of emergency preparedness and response data

implementing incident management action plans

implementing post-incident action plans.

During the above, the candidate must:

locate and apply relevant legislation, documentation, policies and procedures and confirm work activity is compliant

work with others to implement underground coal mine emergency preparedness and response systems in a manner that meets required outcomes, including:

complying with reporting requirements and procedures

communicating clearly and concisely with others to provide and clarify work instructions and coordinate work activities

operating emergency communication systems.


Knowledge Evidence

The candidate must be able to demonstrate knowledge to complete the tasks outlined in the elements, performance criteria and foundation skills of this unit, including knowledge of:

key legislation required to implement underground coal mine emergency preparedness and response systems

key procedures and documentation required to implement underground coal mine emergency preparedness and response systems, including those relating to:

audit and review processes and techniques

call-out procedures

debriefing processes

emergency preparedness and response plans

site emergency plans

principles of site training and assessment system

emergency response and evacuation planning processes and techniques, including:

escape strategies and technologies

equipment requirements for different types of emergencies

guidance systems and markers

trigger points to initiate emergency response to alarms

location and record of personnel underground

intervention and control techniques for incidents and emergencies, including:

heating

fires

explosions

outburst

inrush

structure of emergency procedures guidelines

roles of key external agencies

structure, role and responsibilities of the incident control

mine environmental risks and controls

types of adverse environmental conditions, hazards and incidents on a mine site, including effects of hot and humid atmospheres

techniques for leading and coordinating work activities with others.
